Vega Coat of Arms

I just came across a coat of arms/insignia for the USS VEGA AF-59. This is a design I submitted to ComServPac in 1959 on behalf of the Vega, but was rejected. The reason given was that it was too specific, since it showed the Golden Gate and Japan. What if the ship was transferred to the East Coast ? ? ? ? 
It now looks like the design would have served the Vega for its entire life.
