11. CONSTRUCTIVE SERVICE IS ALIVE AND WELL:

Some concern has been expressed from the fleet that constructive service has been discontinued or deleted. Constructive service has not been eliminated, but the requirements for crediting toward retirement have been modified. It should be noted that constructive service already earned is not affected in any way, and everything already earned and due will be fully honored. The modifications to the rules for Early Separation for immediate reenlistment were spelled out in NAVOP 233 of December 1972 and incorporated into the SUPERS Manual — Article 104030;paragraph 5. The primary change is the new rule limiting reenlistment for short terms with a full three months constructive time credit for each reenlistment. In other words, individuals cannot continue, to accumulate constructive time through repeated short term enlistments. The first enlistment may be from 2 to 6 years; the second and subsequent, with less than ten years service, for 3, 4, 5 or 6 year; After ten years service, reenlistments may be for 4, 5, or 6 years. 12. UPKEEP PLANNING; Work requests for work to be accomplished during our mid-September ten day SASEBO upkeep period, must be submitted to the Chief Engineer by 09 AUG 73. This early submission is required in order to assemble the package for mailing upon arrival in Singapore.
